Roofing, Siding & Windows in Apple Valley.

A second-ring suburb that built out fast and is now cycling through its second and third roofs. We work here regularly — roof replacement, hail and storm restoration, siding, windows, and gutters, paid retail or through insurance. Below is what Apple Valley actually requires on a re-roof, quoted from the city’s own documents.

Apple Valley Requirements

What Apple Valley
requires on a re-roof.

Most roofing pages say the same thing about every city. These are the rules Apple Valley publishes itself, with the source linked on each one so you can check us.

Every re-roof in Dakota County is a full tear-off.

Dakota County is classified as a moderate hail area in the building code, and asphalt shingles may not be applied over any existing roof covering. Every re-roof here is a full tear-off. If a bid quotes you a layover, it is quoting work that will not pass inspection.

Do I need a permit to replace my roof in Apple Valley?

Yes. Apple Valley requires a building permit for a residential re-roof, and your contractor should be the one pulling it — not you. Apple Valley Building Inspections: 952-953-2588.

Can I put new shingles over my old roof in Apple Valley?

No. This is the question we get most, and in Dakota County the answer is not a preference — it is the code.

Dakota County is classified as a moderate hail area in the building code, and asphalt shingles may not be applied over any existing roof covering. Every re-roof here is a full tear-off. Anyone quoting you a layover in Apple Valley is quoting work the city will not pass.

How far does ice and water shield have to run on a Apple Valley roof?

An approved ice barrier must run from the roof edge to at least 24 inches past the exterior wall line, on every part of the roof.

The measurement is taken from the exterior wall line going up the roof, not from the gutter edge. On a house with a deep soffit overhang, code-compliant ice barrier is meaningfully wider than one three-foot course — which is the most common place two quotes quietly differ on price.

“The Minnesota building code requires that an approved ice barrier underlayment be installed from your roofs edge to a point at least 24 inches past the exterior wall line. This applies to all portions of your roof, including attached heated or un-heated garages, covered porches, bays, fire place enclosures and similar areas.” Source: City of Burnsville, Re-Roofing With Asphalt Shingles

Is a roof repair permit different from a replacement permit in Apple Valley?

Repair and replacement are two different permits. Apple Valley splits the fee. A roofing repair permit covers 500 square feet or less; past that it is a roof replacement permit. Worth knowing before someone sells you a "repair" on a roof that is well over the line.

“There are separate permit fees for Roof Replacement and Roof Repair. A roofing repair permit is valid for 500 sq. ft. or less; otherwise a roof replacement permit is required.” Source: City of Apple Valley, Roofing

What photos does Apple Valley require before a roofing final?

The city wants a street-view photo with the address in it. Photos go to the inspections inbox with the address or permit number in the subject line. Apple Valley asks for the ice-and-water underlayment, a street-view shot of the house that confirms the site and address, and close-ups of every penetration — plumbing, mechanical, flashing, chimney saddles, ridge vents, turtle vents.

“Email pictures of the project to [email protected] with the address and/or permit number in the subject line. [Required:] Ice & Water underlayment. A street-view picture of the home to verify site and address. Close-up pictures of the roof penetrations, including plumbing, mechanical, flashing, chimney saddles, ridge vents, and/or R-61/turtle back vents.” Source: City of Apple Valley, Roofing

Does Apple Valley require ice protection over porches and attached garages?

Ice protection covers porches and attached garages. Eave to 24 inches inside the exterior wall line, on all roofs including porches and attached garages. Unheated detached accessory structures are the exception.
