East Dakota County along the river, with a mix of established neighborhoods and newer development. We work here regularly — roof replacement, hail and storm restoration, siding, windows, and gutters, paid retail or through insurance. Below is what Inver Grove Heights actually requires on a re-roof, quoted from the city’s own documents.
Most roofing pages say the same thing about every city. These are the rules Inver Grove Heights publishes itself, with the source linked on each one so you can check us.
Dakota County is classified as a moderate hail area in the building code, and asphalt shingles may not be applied over any existing roof covering. Every re-roof here is a full tear-off. If a bid quotes you a layover, it is quoting work that will not pass inspection.
Yes. Inver Grove Heights requires a building permit for a residential re-roof, and your contractor should be the one pulling it — not you. Inver Grove Heights Building Inspections: 651-450-2550.
No. This is the question we get most, and in Dakota County the answer is not a preference — it is the code.

An approved ice barrier must run from the roof edge to at least 24 inches past the exterior wall line, on every part of the roof.
The measurement is taken from the exterior wall line going up the roof, not from the gutter edge. On a house with a deep soffit overhang, code-compliant ice barrier is meaningfully wider than one three-foot course — which is the most common place two quotes quietly differ on price.
“The Minnesota building code requires that an approved ice barrier underlayment be installed from your roofs edge to a point at least 24 inches past the exterior wall line. This applies to all portions of your roof, including attached heated or un-heated garages, covered porches, bays, fire place enclosures and similar areas.” Source: City of Burnsville, Re-Roofing With Asphalt Shingles
A stricter shingle wind rating than the state minimum. Inver Grove Heights requires shingles labeled for 115 mph, naming the test standards explicitly. That is above the 90 MPH state floor, and it rules out a lot of what sits on a big-box shelf. Check the classification on the bundle before anyone opens it.
“Shingles must be labeled for 115 miles per hour wind damage, ASTM D7158 (classification D, G or H) or ASTM D3161 (classification A, D or F).” Source: City of Inver Grove Heights, Roofing handout
Kick-out flashing is required when siding and roofing happen together. If you are re-siding and re-roofing at the same time, the city requires kick-out flashing or diverters at every roof-to-wall intersection. That is exactly the situation after a hail claim that covers both, and it is a detail that gets skipped when two trades work past each other.
“Kick-out flashing/diverters are required at all roof/wall intersections when simultaneously re-siding and re-roofing existing buildings.” Source: City of Inver Grove Heights, Roofing handout
Photos upload to the portal — printed photos on site are not accepted. Ice-and-water and final images go up through the IGH online portal against your permit. The city wants valleys, venting, and wide views of every side, with one shot that includes the house number so it can verify the address. Upload triggers the final inspection automatically; no phone call needed unless you want a specific day.
“Upload ice and water pictures and final roof images... Include images of valleys, venting, and wide views of all sides of the roof, one of which includes the house number on the house to verify location. We will not accept printed photos on the job site.” Source: City of Inver Grove Heights, Roofing handout
City requirements are quoted from each city’s published handout or building department page and were verified on 2026-09-08. Cities amend these; the linked source is authoritative, this page is not. When we bid your roof we confirm the current requirement with Inver Grove Heights before we price it.
